▌China makes historic progress on "one country, two systems" in HK, Macao

“一国两制”在港澳取得历史性成就

▌The Publicity Department of the Central Committee of the Communist Party of China held a press conference on September 20 under the theme of “China in the past decade,” focusing on the successful practice of the “one country, two systems” in Hong Kong and Macao.

▌The new ideas, thoughts and strategies proposed by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on matters related to the “one country, two systems” and Hong Kong and Macao, have brought to a new height the Party’s understanding of the laws governing the practice of the “one country, two systems,” and provided us with fundamental guidance for promoting the practice in a new era. They were the key reasons why the work related to Hong Kong and Macao made new progress and achieved greater results, said Huang Liuquan, deputy director of the State Council Hong Kong and Macao Affairs Office, at the press conference.

发布会上，国务院港澳事务办公室副主任黄柳权说，习近平总书记对“一国两制”和港澳工作提出一系列的新理念新思想新战略，将我们党对“一国两制”的规律性认识提升到新高度，为推进新时代“一国两制”实践提供了根本遵循，是港澳工作取得新成就、实现新发展的根本原因。

▌The CPC Central Committee with Comrade Xi Jinping at its core consolidated the centralized, unified leadership over the work in Hong Kong and Macao. It made the important decision to enhance the central government's exercise of overall jurisdiction over the special administrative regions and to improve the relevant systems and mechanisms related to enforcing the Constitution and the basic laws. The special administrative regions' legal systems and enforcement mechanisms for safeguarding national security have been established. The law on safeguarding national security in Hong Kong was enacted, while the region's electoral system was refined. Macao also started proceedings to amend its law on safeguarding national security. All these efforts have provided solid institutional support for lasting peace and stability in Hong Kong and Macao, and the stable and sustainable practice of the"one country, two systems" in the two regions.

以习近平同志为核心的党中央进一步加强党中央对港澳工作的集中统一领导，作出健全中央依照宪法和基本法对特别行政区行使全面管治权、完善特别行政区同宪法和基本法实施相关制度机制的重大决策，推动建立健全特别行政区维护国家安全的法律制度和执行机制、制定香港国安法、完善香港特别行政区选举制度，并支持澳门特别行政区启动修改澳门国安法。所有这些，为实现港澳长治久安，推动‘一国两制’实践行稳致远提供了坚实制度保障。

▌The development of the Guangdong-Hong Kong-Macao Greater Bay Area is a new attempt to make new ground in pursuing all-round opening-up in a new era, and also a further step for advancing the “one country, two systems”. Planned, deployed and advanced by General Secretary Xi Jinping, the development of the Guangdong-Hong Kong-Macao Greater Bay Area has made important progress. The Guangzhou-Shenzhen-Hong Kong Express Rail Link, the Hong Kong-Zhuhai-Macao Bridge and ports between the mainland and the two special administrative regions were put into operation. The construction of major cooperation platforms, such as Hengqin, Qianhai, and Nansha was accelerated. The compatibility of rules between the mainland and Hong Kong and Macao was increased, while the flow of factors of production was made easier and faster.

粤港澳大湾区建设是新时代推动形成我国全面开放新格局的新举措，也是推动“一国两制”事业发展的新实践。习近平总书记亲自谋划、亲自部署、亲自推动的粤港澳大湾区建设取得重要阶段性成果，广深港高铁、港珠澳大桥和多个口岸相继建成开通，横琴、前海、南沙等重大合作平台建设加快推进，内地与港澳规则衔接、机制对接不断深化，生产要素跨境流动更加便捷。

▌Proactively integrating themselves into the country's overall development and carving out its role in national strategies, Hong Kong and Macao have been playing an important role in raising China's opening up to a higher level with wider coverage and scope. On the country's journey toward realizing the rejuvenation of the Chinese nation, Hong Kong and Macao will make great contributions.
